Moonlight requires a compatible Nvidia GPU on your gaming PC to work. It will not work outside your home network. It uses the Gamestream protocol that typically only works with Nvidia Shield devices but the Moonlight developers got it working on just about any Android or iOS device. It also works on a number of other platforms too.

I found so far that it works best with Android devices. In the video we look at the GPD XD Android gaming handheld, the OnePlus Three smartphone, and an iPad Pro. Each configuration has its advantages and disadvantages but I found gameplay to be the most enjoyable on the GPD XD - provided the wireless signal is strong enough.
And that's really the key - good Wifi. In home game streaming is very much dependent on a reliable connection so a stronger signal is really important for the best performance. AC wireless is the best way to go but I did have success with Wireless-N when I was in close proximity to the access point.
